In Chapter 20 God commands that cities of refuge be established in the land of Israel. In Chapter 21, God commands that Levitical cities be established. But by the time of Christ, none of this was happening or even possible. What do you do when the Bible has a clear command, rule or practice for God's people that can no longer be followed?
