The question is when you give dana to a beggar and you don’t know its application, then is it a dana of tamasi in nature? When you give without knowing where your money is going, Sri Krishna has called that dana of tamo guni in nature. It’s okay to not give but don’t turn anybody completely just because you don’t know where your money is going. It’s okay to not give but it’s not okay to not give at all. What will you lose if you spare a dollar or two or five or ten rupees?
At least a portion of it will go to somebody. Not everybody on the road will be using it for bad purposes.
