RVA Dirt interviews former 5th District Councilman Chuck Richardson. Richardson was 28 years old when he was elected to be a member of the first black-majority city council in Richmond. The year was 1977 and it was the first election following a 6 year moratorium on council elections per the Department of Justice due to the annexation of Chesterfield County intentionally diluting black votes by adding more white people to the city. In this interview Chuck shares stories from his experience on council.
