Alma Tucker was working for the Mexican Consulate in San Diego when she met a 14-year-old Mexican girl who’d been raped by a smuggler when she was crossing into the US. That experience spurred Alma to open a safe house in Tijuana, Mexico, for victims of sex trafficking.
