After August flooding revealed some sore spots in local emergency management response, Grand County hired a permanent emergency management director. The new director is Cora Phillips, who has a long history in emergency and disaster response. Today on the news, we speak with Phillips about her background and changes to emergency management planning, training, and alerts.
