Not all who've heard the Gospel are saved. In fact, it's those who've heard the Gospel & receive Christ that are saved. James ends his letter with a very strong encouragement to the church. He challenges fellow brothers & sisters in Christ to re-evangelize those who've yet to receive Jesus.
