In order to effectively save lives, firefighters do not wait for a fire to bring the fight to them, they bring the fight to the fire. The condescension of Jesus is similar. He left his holy position in Heaven, so that He could bring us the living water that saves from the fire of hell. His condescension is cloaked in mercy & grace. Both of which are available to ALL who believe & receive His message of salvation.
