Ernest Owens is the President of the Philadelphia Association of Black Journalists and host of WURD Radio’s “On The Record with Ernest Owens”. He joined Dr. Peterson to discuss a recent city council related press release regarding legislation seeking to make water bills more affordable for Philadelphians.
