Habakkuk asks God how He can allow the rampant evil to continue in Israel, what is He going to do about it? God’s answer is not what Habakkuk expected -- that He will send a brutal army to take over for a season, but to rejoice because He is in control and it will work out; that the righteous shall live by his faith; that God is their strength, so be joyful in the Lord and put their trust in Him, and clap, shout and cheer.
