At the beginning of the pandemic last April, New York City reduced its jail population by 30 percent to try and curb the spread of COVID-19. At 3,809 inmates, it was the lowest daily jail population since the 1940s.
But even as the number of incarcerated people has gone down, the rate of violence inside city jails has gone up.
