The Torah as well as Creation evolved through the evolution process of 'Klal' (general all-inclusive 'dot')and 'Prat' (three-dimensional specific details)
First G-d created the all-inclusive one utterance of creation, and then G-d extrapolated from it the other nine utterances of "And G-d said let there be..." with which G-d created the world.
So too, G-d first said the all-inclusive one delivery of all Ten Commandments, and then G-d extrapolated from it each of the Ten Commandments individually.
Why did G-d do this? Why are both, the Klal and the Prat necessary? What can only be introduced into creation through our diligent learning of the details of Torah?
