Creation, by definition is small, created from the smaller Emotion Emanations, while the Torah manifests the greater Intellect Emanations. Thus, through studying-Torah, we are magnified, so to speak, in the eyes of G-d.
Additionally, Torah-study, has the Bird's-eye view, and genetically transforms the Jungle of this world into the Garden of true Essence Pleasure.
Tefillin, on the other hand, causes a personal transformation within the mind and heart of the individual.
