Policy Director for Illinois Voices for Children, Emily Miller, joined Will Stephens on WXAN to talk about a House Bill that would put in place a "Fair Tax." The proposal claims to provide a tax cut for 99% of Illinois residents and raise 1.9 Billion dollars for the state.
