晶片的地緣政治：護國神山台積電
Like British menus, the modern world requires chips with everything. Taiwan Semiconductor Manufacturing Company dominates the industry, controlling 84% of the market for cutting-edge chips, and wants to increase that share. This month it announced it will raise its capital expenditure this year to $30bn, up from $17bn in 2020. TSMC’s technology has so far insulated it from Sino-American geopolitics. But heightened tensions threaten to disrupt its success. America has imposed controls on exports of technology, making it harder for chip manufacturers to supply China. And the Biden administration has dedicated $50bn to reviving chip manufacturing at home, putting pressure on TSMC to set up shop on its shores. All of this might provoke the regime in Beijing. Neither power has yet interfered with TSMC directly. But if its importance keeps growing, one of them may decide it is too valuable to be left to its own devices.
現代世界的所有東西就像 (超單調的) 英國菜一樣，都需要來點晶片/薯片 (chips)。台積電 (TSMC) 主導著這個產業，而在控制了尖端技術晶片 84%的市場後，它還想繼續擴大佔比。在本月，TSMC 宣佈將今年的資本支出從去年的 170億美元拉高至 300億美元。台積電至今仍在中美地緣戰略中持盈保泰。不過，中美兩國持續升溫的緊張關係很可能打亂其迄今豐碩的成果。美國早已對技術出口實行管制，而這使得製造商更難供應晶片至中國。拜登政府也投入 500億美元重振美國國內的晶片製造業，並施壓台積電在美國境內設廠。種種舉措都可能將激怒北京政權。中美兩強至今皆仍尚未直接插手台積電。但如果它的重要性持續提高，鑑於台積電變得越來越珍貴，中美其中一方便可能會決定先下手為強。
