After weeks of exploratory talks, formal negotiations to build a “traffic-light” coalition begin on Wednesday in Berlin. They comprise three parties: the Social Democrats (SPD)—Germany’s biggest party after last month’s elections—the Greens and the Free Democrats, a pro-business group. Each will send a handful of negotiators to 22 working groups devoted to particular topics: the trickier ones include climate protection and fiscal policy. The groups must produce specific policy proposals. On November 10th they will hand their reports to party bosses, who will have roughly three weeks to hash out any remaining differences…
