When Aaron joins Moses, he speaks to the people, and they respond with rejoicing and worship God. On the other hand, when Aaron and Moses come before Pharaoh, his heart becomes hardened, and he intensifies the pain and suffering for the people. Each step in the story comes one step closer to a showdown between the God of Israel and the god of Egypt.
