Have you ever woken up with a stiff neck and struggled all day due to it? Yeah, we've been there too, and although it feels pretty terrible, there is a "stiff neck syndrome" that affects us far worse than a common kink in the neck. The term "stiff necked" is used in the Bible (OT and NT) to describe a people, or oxen, that instead of living, bowing or moving in submission, reverence or response to direction, are one who hold a rigid pride and stand unwilling to bow or surrender.
