1. The beneficiary of a visa petition filed on or before January 14, 1998
2. The beneficiary of a visa petition filed on or after January 15, 1998, and on or before April 30, 2001
3. The beneficiary of an application for labor certification filed on or before January 14, 1998
4. The beneficiary of an application for labor certification filed on or after January 15, 1998, and on or before April 30, 2001
