Both Moses and Joshua did the parting of the waters but they did it differently according to how God needed it to be done. They built the Ark of the Covenant (The Ark of God) and order for God's people was established under Moses leadership and carried out under Joshua's. So although Joshua led, what God had established under Moses was actively being put into play at the parting of the waters.
