Governor Wes Moore and Speaker Jones were major proponents of this initiative. Maryland opened its medicinal cannabis market in 2017, and the transition to adult use began in 2023. Maryland currently has 26 cultivation licenses, 26 processor licenses, and 75 retail store licenses.
