In 2021, the small community of Surfside, Florida held its collective breath as rescue workers searched for the residents of Champlain Towers South. The condo collapsed in the middle of the night, burying its residents in tons of rubble that had once been their homes. As more and more victims' bodies were pulled from the destroyed building, people started asking "How did this happen?"
