The budget process is going on at the state level but on Capitol Hill the need for a budget is also a top priority as a government shutdown looms. On Wednesday we heard the news that House Republicans passed a budget resolution by a narrow margin of 218-215. But what goes on behind the scenes in these negations between lawmakers on the hill?
