Sometimes people enounter problems that force them to reach out to God. Even non-believers will cry out under a difficult circumstance. However, when we cry out to God with a promise to "get right" or give up a bad habit if he answers a certain prayer undermines the entire way that God does things. You don't have to make promises to God so he'll answer a prayer, you just have to submit to His word and will.
