Burnie Williams is a 2nd generation African American, small business owner in Washington DC. Chats Liquors was a pioneer of alcoholic beverage retail immediately following the1934 repeal of Prohibition in Washington, DC,when Mr. Neil Chatlin was one of the first to be granted an alcoholic beverage license.This makes Chats the oldest business on 8th.They have operated out of the originallocation at 503 8th St SE, on whats now recognized as Historic Barracks Row, 8th Street SE, between the Eastern Market Metro at Pennsylvania Ave to the north and terminating at the Navy Yard, as 8th St intersects M St SE, to the south.This stretch of 8th Street was the first commercial corridor in the Nations Capital, is only 8 blocks from the United States Capitol building and is home to the US Marine Corps at 8th & I, the Oldest Post of the Corps, established in 1801.
