 22 years after the September 11 terrorist attack, is California better prepared to handle major emergencies? 

The world has changed dramatically since then, especially when it comes to technology and cyberterrorism. 

 It’s hard for those of us who lived through it to believe that it’s been 22 years since 9/11, but think about it - there’s a whole generation now for whom that is history, not something they actually experienced. US intelligence services have foiled all sorts of planned attacks since then that the public has never even heard about, and everyone from state and local governments to private companies and school districts have formulated emergency plans to cope with a wide range of threats they hadn’t even considered before September 11, 2001.
