Joseph Beltran didn't expect to become a hero, it just happened. He and his wife were driving across the Cerritos Avenue overpass at the 210 Freeway about a month ago, when they spotted a teenager in distress; the 16 year old girl was hanging on to the outside of the chainlink fence about ready to jump onto the crowded freeway.
