The House of Representatives should have started work on Tuesday with the election of the new Speaker of the House, but it hasn't been able to get that horse out of the gate yet.
Kevin McCarthy has come close with votes this afternoon, but there are still more than enough holdouts to keep him from taking the gavel from the old Speaker Nancy Pelosi.
The House can't get anything done, until they have that leader.
