As we gather information to inform our preparedness planning, we look at the government's response capacity. Best done as a per capita ratio of fire, EMS, police to population served. The research is ongoing to understand what is the correct level, but knowing that there is an ambulance on duty for each 50K citizens informs you of the likelihood of receiving EMS support in a significant disruption. There are wonderful people in the EM world, but this is about the positive frame of not what they would like to be able to do, but what they are actually staffed and resourced to accomplish.
Information is power, gathering the full spectrum of information on the plans of your municipality will provide the details as to what they intend to do when it hits the fan, what are their priorities and how do they intend to allocate resources. This is all free and available information that provides you a reasonably clear picture as to the ability of the government to come to your rescue.
