Your government sends out information with regards to emergency management, the standardized message: have a plan, be informed and make a kit. That is messaging, not communicating. If the government wants to be a trusted sources when the world goes pear shaped, they need to establish a relationship with citizens. Become informed of the wishes and desires of the community - what are their priorities, what are their desires for efforts in response - where does the community want the reception centers located?
Communication is key. You need to find the municipal emergency plan, understand it, heighten shortfalls and engage the govt on changes. You need to understand the community groups and networks with resources in your area and communicate with them. Become an engaged citizen, voice concerns and hopefully the government will address your concerns.
Governments are not trusted sources in an emergency because they are the government, they need to establish that relationship in advance. That requires communication.
