Are there bad things you would never do if someone was watching? I'm sure there are. God has built that into us to deter us from sinning. It's also pretty difficult to sin when we are aware that God is there and that He sees our every action.
This truth is not meant to guilt us, to motivate us to live as we know we ought ot live.
