Joel calls the people to recognize a locust plague as a sign from God that they should repent, and then goes on to envision a final judgment when God will punish evil nations and vindicate Israel. The book highlights two major events: the invasion of locusts, and the outpouring of the Holy Spirit. The initial fulfillment of this is quoted by Peter in Acts 2 after Pentecost.
