In this study, Micah first addresses the leaders. These were men who have chosen to completely ignore the word of God. The love what God hates, and they hate what God loves. God calls for a society to be ruled by justice, yet the defiantly rule by injustice. Micah compares them to cannibals.
He then addresses the false prophets who are injecting the people with venom. The evil leaders wanted religion in their government, but not God. These false prophets readily answered the call.
A time would come when the consequences for their actions would be realized. They will try to call out to God but God will not hear them. Such is the outcome for those who have defiantly and continuously crossed the line of disobedience
