DCI Parrswoode meets with a young Detective Lucky Docic in a Motorway service station. She tells him her concerns about DC Bernard Brother. Parrswood tells her not to worry as he has plans to keep Bernard occupied.
He later calls Bernard in for an interview and tells him of his suspicions about Bernard's arrival at Urmston. He tells him he is assigned to puppy watching as the University liaison officer.
Bernard begins his puppy watching and builds up a relationship with the student activist Dando Llewelyn, who reluctantly tells him of a drug dealer Dezza Higgins who is dragging Marcia, a student, into a deeper involvement in a sleazy escort agency.
Marcia agrees to Dezza's suggestions, but the meeting has been taped by Bernard, who later passes the information to Wendy Lockinge on her early morning exercise run.
Wendy realises that Brother has been assigned to the University as an undercover agent working for her old mentor Bertie Farm
