The relationship between landlords, the deposit protection scheme and managing agents is an unhealthy combination of scratching each others backs, collusion and vested interests. in the UK we play this game of saying how fair our systems are when they clearly aren't fair or even remotely transparent.
I do hope it changes before too long ..
