A belief is a thought you keep thinking, over and over, that becomes "truth".
A belief can serve us (example: It's easy being healthy). and sometimes beliefs don't serve us (example: It's really hard being healthy), which is then called a limiting belief.
The problem with limiting beliefs is that they can be so unconscious that we don't even know they are just thoughts - it feels like we don't have a choice in thinking them (check out my earlier podcast: Thoughts are not Truths).
An excuse is something we tell ourself to explain, defend or justify ourselves or something. An excuse is also just a limiting belief, if it's holding you back from what you desire.
