Everyone starts at zero. What you do from there to grow is entirely up to you.
You don't have to, and if it's not why you're in Cosplay, that's ok. Cosplay is for everyone, and there's no scale requirement.
For those who do - what do you work on to develop skills and content as a Cosplayer? Do you work tirelessly in your free time to produce ever greater amounts of video and digital content to 'wow' your audience? This gets expensive, and can create burnout.
It's not always about getting to another level. It's about documenting, it's a journey, and it's progress (not perfection...thanks Marie).
It comes down to what's viable, and what you want to do with what you're building and the audience you're gaining.
