Yes there is a difference!
Being interested is wanting to be successful and wanting to follow your dreams, but you let your excuses define who you are!
You would follow your dreams, but you can't. It doesn't matter what comes after the "but" because it is all the same.
Being committed is wanting to success and doing everything you can to follow your dreams. There is no "but" there is no "I can't" There is just "I Will"
I will be successful, I will better myself, and I will figure it out!
