General Discussion, Why Don't People File Paperwork?

Really general overall topics today. There are so many different issues pressing from so many different directions it is almost hard to isolate the ones to talk about.
We did get into a good bit of conversation on what I consider my role to be here and how other people react. Why doesn't everyone want to file paperwork taking away their power?
