Hell no, you can‘t just arrest smokers. Smoking in public should be fined. Designate smoking areas, like in airports and in Japan. Smokers are addicts. Remember, you are addicted to mobile phones. One day, this might be found dangerous to public health. And I would stand for you NOT getting arrested!
