In 2018, 17 million more people would be uninsured under the legislation than under current law. After the elimination in 2020 of the ACA’s expansion of eligibility for Medicaid and of the subsidies for insurance purchased through the marketplaces established by the ACA, the increase in the number of uninsured people would rise to 27 million in 2020 and then to 32 million in 2026.
