Candidates for Congressional races for 2020 are already declaring and don't get as much attention as presidential candidates. Kelly spoke with two candidates, in districts at opposite ends of the political spectrum: Robert Emmons, Jr., in the D+28 Illinois 1st Congressional District; and Chris Rowe in the R+28 Tennessee 1st Congressional District.
