Fundado el 2 de febrero de 1943 por caracterizados vecinos de la ciudad, el primer directorio fue presidido por José F. Arrechea, secundado por Francisco Perlender, Vicente Biocca, Roberto Claverie, Andrés Sardi y Prudencio González Martínez.
