We learn that a group of Ogier stone masons have left the city recently without finishing their work. Moiraine explains that Ogier are sensitive to some things, and whatever is happening in this city has driven them away, not to mention darkening the mood of it's citizens through some use of Tel'aran'rhiod. When the party stops at an inn named 'Easing the Badger' a large group of graymen enter intending to assassinate Perrin. Luckily, Perrin senses what they are before even Lan or Moiraine do. The party makes quick work of the Shadowspawn. Moiraine later confirms that the Forsaken Sammael has established himself in Illian, but he was not the one who sent the graymen. That was most likely Ishamael.
