Any element , agency or program whose fiscal responsibilities are held by or controlled by a governing body that can not interpret social needs of it’s participants should govern jointly with a body who can. We the National Coalition of Women of Color in Construction will serve as a clearing house to interpret that social capital and human capital development of the women of color in construction programs / projects . Women of Color in contracting and/or construction have undisputed different obstacles and experiences . It is imperative that all of us do what is necessary to change what is now expressed as obstacles into assets.
