American Secretary of State George Marshall outlined the Marshall Plan in an address at Harvard University on 5 June 1947.

Dedicated to rebuild Western Europe, the United Kingdom was the largest recipient, followed by France and West Germany. Although offered participation, the Soviet Union refused to join. Similar aid was given to Asia but it was not part of the Marshall Plan.
