China will set up a stock exchange in Beijing and build it into a major base for innovation-oriented small and medium-sized enterprises (SMEs), President Xi Jinping announced Thursday when delivering a speech via video at the Global Trade in Services Summit of the 2021 China International Fair for Trade in Services.
The Beijing Stock Exchange (BSE) will be built on the basis of the existing NEEQ “selected-layer,” the highest tier of the National Equities Exchange and Quotations system, which debuted in 2013 and is nicknamed the "New Third Board.” It offers SMEs a financing channel with low costs and simple listing procedures.
The announcement prompted a hike in the New Third Board, with 54 of the 66 major stocks opened high today, among which 14 soared more than 10 percent.
The establishment of the Beijing stock exchange, which aims at nurturing an array of SMEs specializing in niche sectors and boasting a strong innovative capacity, will serve as a major strategic step for China to build the new development paradigm and promote high-quality development, said the China Securities Regulatory Commission.

证监会表示，将进一步深化新三板改革，以现有的新三板精选层为基础组建北京证券交易所，进一步提升服务中小企业的能力，打造服务创新型中小企业主阵地。
9月3日早盘，新三板精选层交易显著活跃，66只成分股中，54只个股飘红，14只个股涨幅突破10%。
Xi also unveiled a slew of new measures to facilitate trade in services in the country's latest efforts to share its development opportunities and boost global economic recovery, including the introduction of the "negative list" for cross-border services trade nationwide, development of national demonstration zones to promote the innovative development of services trade, and increase support for services sector in countries participating in the Belt and Road Initiative.
今年服贸会上，习近平主席还宣布了四方面的重要举措，其中包括：提高开放水平，在全国推进实施跨境服务贸易负面清单，探索建设国家服务贸易创新发展示范区；扩大合作空间，加大对共建“一带一路”国家服务业发展的支持，同世界共享中国技术发展成果。
China's trade in services rose 7.3 percent year-on-year to 2.81 trillion yuan in the first seven months of this year, significantly boosting economic growth, said the Ministry of Commerce on Thursday. In the same period, trade in knowledge-intensive services was worth 1.28 trillion yuan, up almost 12 percent year-on-year and accounting for nearly 46 percent of total trade in services.
9月2日，商务部公布数据显示，今年1至7月，我国服务贸易保持良好增长态势。服务进出口总额28093.6亿元，同比增长7.3%。知识密集型服务进出口12868.2亿元，同比增长11.8%，占服务进出口总额的比重达到45.8%。

The National Radio and Television Administration (NRTA) issued a notice on strengthening the management of cultural and entertainment programs and personnel. The notice banned stars with “incorrect political positions,” unethical behaviour and “effeminate” male styles from television shows and movies, widening a crackdown on the booming entertainment industry. Idol cultivation programs are also banned from broadcasting.

Chinese tech heavyweight Alibaba Group announced on Thursday it will invest 100 billion yuan by 2025 in a bid to help promote common prosperity in China. Alibaba's investment will go toward supporting technological innovation, economic development and high-quality employment, as well as assisting vulnerable groups and setting up a 20 billion yuan common prosperity development fund.
9月2日，阿里巴巴启动“阿里巴巴共荣十佳行动”，到2025年将累计投入1000亿元，助力共同繁荣。为推动十大行动的落地，阿里将设立专门的常设机构。据了解，阿里帮助共同繁荣的十大行动将集中在五个方向：科技创新、经济发展、高质量就业、关爱弱势群体和设立200亿元的共同繁荣发展基金。
Didi Chuxing, Meituan and nine other Chinese ride-hailing firms were instructed to slash their commissions by government ministries on Wednesday to prevent them from putting the squeeze on drivers amid vicious rivalry between platforms. Ride-hailing platforms must make sure drivers get paid fairly and have enough rest time. They must disclose their pricing rules and commission scale, as well as safeguard the rights and interests of drivers and passengers.
9月1日上午，交通运输部会同中央网信办、工业和信息化部、公安部、国家市场监管总局等交通运输新业态协同监管部际联席会议成员单位，对美团出行、滴滴出行等11家网约车平台公司进行联合约谈，要求平台科学制定平台派单规则，保障驾驶员获得合理劳动报酬和休息时间；要规范定价行为，降低抽成比例，主动向社会公布计价规则、抽成比例等，切实保障司乘人员合法权益。
China's top chipmaker SMIC said today that it will build an $8.87 billion chip plant in Shanghai amid an industry-wide rush to expand capacity. SMIC said it has agreed with the Lin-gang Special Area of China Pilot Free Trade Zone to form a joint venture, to make chips using 28-nanometer production technology.
9月3日午间，中芯国际宣布，拟与上海自贸试验区临港新片区管委会在上海临港自贸区共同成立一家晶圆代工生产线项目合资公司，投资约88.7亿美元。公司公告称，双方已就成立合资公司签署合作框架协议，合资公司将聚焦提供28纳米及以上技术节点的集成电路晶圆代工与技术服务，规划建设产能为每月10万片。
Chinese financial conglomerate Ping An has poured more than 2.2 billion yuan into repurchases in the past week. Ping An planned to use up to 10 billion yuan of its own fund to repurchase shares at a price of 82.56 yuan top. The company’s share has lost about 40 percent since this March.
中国平安在过去一周内，已花费超过22亿元回购A股股票。平安早前宣布拟使用50亿至100亿元的自有资金，以不超过82.56元/股的价格回购A股。今年3月以来，平安的股价已累计下跌了约四成。

China's fiscal measures will help accelerate higher-level opening-up in the Yangtze River Economic Belt, and promote the transformation and upgrade of the region's foreign trade, Xu Hongcai, vice-minister of Finance, said in Beijing on Wednesday. The fiscal policy will facilitate the implementation of local plans, and help explore new opening-up measures as well as carry out intensified stress tests.
9月1日下午，国新办举行国务院政策例行吹风会上，财政部副部长许宏才介绍，财政部会同沿江有关省市、各有关部门认真研究细化具体政策措施，形成了《关于全面推动长江经济带发展财税支持政策的方案》。

Chinese stocks closed lower on Friday with the benchmark Shanghai Composite Index down 0.43 percent, at 3581 points. The Shenzhen Component Index closed 0.68 percent lower at 14179 points. The Hang Seng Index lost 0.72 percent to stand at 25901 points.
周五A股股市集体收跌，截至收盘，沪指跌0.43%，报收3581点；深成指跌0.68%，报收14179点。港股恒生指数收跌0.72%，报收25901点。

The New Three Board is the nickname of the National Equities Exchange and Quotations System (NEEQ), which is a Chinese over-the counter system supplementing the Shanghai and Shenzhen stock exchanges and offering SMEs a financing channel with low costs and simple listing procedures.
