Hong Kong chief executive Carrie Lam on Wednesday delivered her last policy address of this term, emphasizing Hong Kong’s integration into the national development, and revealing the plan to develop a “Northern Metropolis.”
Lam announced that northern Hong Kong, a border area composed mostly of agricultural plots, wetlands and brownfield sites, would be developed into a “Northern Metropolis” that would serve as the city’s epicenter of growth over the next 20 years.
The plan is seen as key to the city’s integration with neighboring Shenzhen and its development as an innovation hub as envisioned in the latest national development plan for the Greater Bay Area.
Lam also emphasized Hong Kong’s integration into the national development, stating that the developments of Hong Kong and the country are closely related. “Only by leveraging the Central Government’s policies in support of Hong Kong can we give full play to our unique strengths, which will in turn bring continuous impetus to our economy,” she said.
Lam said in the closing remarks that she is confident that Hong Kong is much stronger than ever, and she is most convinced that Hong Kong can integrate into the overall development of the country and play an irreplaceable role as China strides towards the second centenary goal of the nation.
香港特区行政长官林郑月娥周三发表任内第五份、也是本届特区政府最后一份施政报告，提出要建设“北部都会区”，并加快融入国家发展大局。
林郑月娥在施政报告中提出将香港北部毗邻深圳、占地面积约300平方公里的区域，建设成为宜居宜业宜游的“北部都会区”。林郑月娥介绍，它与支撑着香港作为国际金融中心的维港都会区一北一南将互相辉映，完善香港的空间布局，推动香港未来发展。
今年的施政报告中经济篇章，开宗明义以“融入国家发展大局”为题，表明香港发展与国家发展息息相关。林郑月娥说：“香港只要用好中央支持特区的政策，发挥独特优势，将可为经济注入源源不绝的动力。”
林郑月娥在结语中说：“今天，我比任何时候都对香港更有信心、更肯定香港可以融入国家发展大局，在国家迈向第二个百年奋斗目标的进程中，发挥不可替代的作用。”

China saw a total of 515 million domestic tourist trips made during the seven-day National Day holiday, according to the Ministry of Culture and Tourism.
Tourism recovered to 70.1 percent of the pre-pandemic level and dropped by 1.5 percent from last year's holiday, which was the first National Day break after the pandemic began, the ministry revealed on Thursday.
Tourism revenue was down 4.7 percent year on year to reach 389.06 billion yuan, a recovery of 59.9 percent of the pre-pandemic level, the ministry said.

Wang Chunying, deputy director and spokesperson of the State Administration of Foreign Exchange, attributed the September decline in foreign exchange reserves to the combined impact of currency translation and changes in asset prices.
