“Class dismissed” for New Oriental.
China’s biggest private tuition provider is closing the vast majority of its branches, New Oriental Education & Technology Group’s founder said, in the wake of new regulations that ban many in the sector from making a profit.
Almost 1,500 of its training centers are to be closed, Yu Minhong said during a live-streaming session on Douyin Sunday. According to media reports, the company had 1,547 training centers and 122 schools nationwide as of May. The closing branches have donated more than 73,000 desk-and-chair sets to rural schools. New Oriental’s Hong Kong-traded stock jumped 5.86 percent to close at HK$16.6 today, bringing its market value to HK$28.5 billion.
Yu said New Oriental is setting up a large agricultural platform, with hundreds of its teachers selling goods on live-streaming. The New York-listed company has also tapped into businesses for college students and other non-educational ventures.
Many tuition companies have been affected by sweeping reforms launched in July to ease the burden on students, which bar for-profit tutoring in core curriculum subjects. According to the Ministry of Education, around two-thirds of the tutoring institutions operating in Beijing have closed since July, while Shanghai shrinking 22 percent. Also, unlicensed institutions that offer core curriculum tutoring in the capital has almost been wiped out.

11月7日，新东方创始人俞敏洪在直播中表示新东方将退租近两年新装修的1500余个教学点。新东方未来计划成立一个大型的农业平台，自己将会和几百位老师通过直播带货。余敏洪还称新东方将崭新的课桌椅，捐献给了偏乡学校。
除了俞敏洪此次高调宣布的带货直播之外，新东方还在其他领域动作频频，如升级大学生业务，如四六级、考研出国项目等。值得注意的是，俞敏洪带领新东方体面退场，表示新东方没有出现资金链问题，账面上的资金必须足够退还学生学费和支付所有老师工资。9日新东方美股收盘价为2.11美元，总市值35.81亿美元；港股大涨5.86%至16.6港元，市值升至284.9亿港元。
10月底，教育部公布“双减”工作试点地区典型案例。北京、上海、沈阳、广州、成都、郑州、长治、威海、南通等9个城市的典型案例入选。其中，上海义务教育学科类培训机构压减21.73%。北京线下学科类无证机构压减率98%，原有各类培训机构压减比例60%，无证机构动态清零的区12个。
新东方的种种动作，也让外界看到了其转型的决心。但作为一艘教培“大船”，新东方的调头能否顺畅，还需时间的检验。

Hong Kong is preparing to reopen borders with Guangdong to allow up to 1,000 citizens to travel to Shenzhen or Zhuhai without quarantine each day. Boundary crossers must be fully vaccinated, test negative for Covid-19, upload their health records to the Hong Kong government server and use the mainland health code upon crossing land boundaries.

China's average daily coal output hit 11.7 million tons during the first 5 days of November, increasing more than 10 percent from the end of September.

China's central bank launched a new monetary policy tool to support carbon emission reduction projects through cheap lending to financial institutions, according to an announcement on Monday. Financial institutions will provide carbon emission reduction loans to related companies, at interest rates close to the level of the loan prime rate. Then the central bank will provide 60 percent of the loans to these commercial lenders for one year at an interest rate of 1.75 percent.
11月8日，人民银行宣布创设推出碳减排支持工具这一结构性货币政策工具。金融机构向碳减排重点领域内企业提供碳减排贷款的利率应与同期限档次贷款市场报价利率（LPR）大致持平；同时，金融机构向重点领域发放碳减排贷款后，可向央行申请碳减排支持工具的资金支持，利率为1.75%，期限1年，可展期2次。
The China Securities Regulatory Commission (CSRC) issued an order that bans online influencers from recommending stocks through live-streaming and told them to focus on analysis of the macro economy and overall market when commenting on the stock market.

Chinese stocks closed higher with more than 3000 stocks recorded gains on Tuesday. Most sectors rose with the semiconductor, aerospace and defense sectors leading the gains. Stocks in the coal sector continued to tumble. The Shanghai Composite went up 0.24 percent, and the Shenzhen Component closed 0.43 percent higher. The Hang Seng Index gained 0.2 percent.
