A new global agreement - the Glasgow Climate Pact - was reached at the COP26 summit that concluded after a one-day extension.

After six years of discussions, COP26 completed the technical negotiations on the so-called "Paris Rulebook," which fixes the transparency and reporting requirements for all countries to track progress of their emission reduction targets.


What was in the COP26 agreement?

The agreement, although not legally binding, will set the global agenda on climate change for the next decade. For emissions, countries will meet next year to pledge further cuts to emissions of carbon dioxide. This is to try to keep temperature rises within 1.5℃ - which scientists say is required to prevent a "climate catastrophe". Current pledges, if met, will only limit global warming to about 2.4℃.

For coal, negotiators at COP26 agreed to “phase down” coal, the dominant source of carbon dioxide emissions in electricity generation. It is the first explicit mention of fossil fuels in a COP agreement. Also, more than 100 countries have promised to end deforestation by 2030.

The agreement also pledged to significantly increase money to help poor countries cope with the effects of climate change and make the switch to clean energy. There's the prospect of a trillion dollar a year fund from 2025 - after a previous pledge for richer countries to provide $100 billon a year by 2020 was missed.

In the final days of the conference, China and the U.S. issued a joint declaration on enhancing actions on climate change in the 2020s, which has been widely welcomed and could galvanize global collective action. The declaration covers issues from cutting carbon dioxide and methane emissions to tackling illegal deforestation. Experts believed the virtual meeting between the two presidents yesterday will benefit climate change cooperation since President Xi has identified the pandemic and climate change as potential areas for cooperation.


在经历了一天的加时谈判后,《联合国气候变化框架公约》(UNFCCC)第26次缔约方会议(COP26)在英国格拉斯哥闭幕。经过各方的激烈争辩和谈判后,COP26终于在当地时间11月13日晚间达成了史上首个明确计划减少煤炭用量的气候协议《格拉斯哥气候协议》。

而过去6年来各方分歧最大的《巴黎协定》第六条相关基本规范也在大会期间达成一致,这意味着《巴黎协定》将得以全面实施。全球范围内的碳交易体系一旦得以建立,将会在带动私营部门进入气候行动上起到关键作用,尤其对发展中国家意义重大。

格拉斯哥会议期间,一百多国代表分别就减少甲烷排放、停止森林砍伐达成协议,部分国家就停止使用煤炭作出承诺。在初期的谈判草案中,所提出的是“逐步淘汰煤炭”的气候承诺。谈判过后,在最终公布的协议中,措辞从“逐步淘汰煤炭”转为“逐步减少”。

美国及其他发达国家再次面临压力,被要求在2020年至2025年期间完全兑现每年1000亿美元的气候援助承诺,并在此后逐年提高援助金额。

接近大会尾声,中美两国发布了《中美关于在21世纪20年代强化气候行动的格拉斯哥联合宣言》,提出两国将加强气候行动与合作,加大行动控制和减少甲烷排放,提振了大会在争取达成1.5度温控目标上的信心。同时,有专家指出,中美领导人本周二的视频会晤将有助于两国今后在气候变化领域中加强合作。

Macao will strive to nurture and develop industries to speed up appropriate economic diversification in 2022 in light of the heavy blows dealt by COVID-19 on the SAR's economy, Chief Executive Ho Iat Seng said on Tuesday when delivering the policy address for the fiscal year 2022. Ho said Macao’s GDP surged 26 percent year-on-year to 116 billion patacas this year, and permanent residents will get a 10,000-pataca cash handouts next year.

澳门特区行政长官贺一诚于11月16日下午在立法会发表任内第三份施政报告,题为《凝心聚力共创新局》,阐述了2022年的施政方向为防疫情、稳复苏、保民生、促多元、强合作、谋发展。他在报告中重点提出明年施政的主要任务,包括落实《澳门特别行政区经济和社会发展第二个五年规划(2021-2025年)》和《横琴粤澳深度合作区建设总体方案》。贺一诚表示,上半年本地GDP恢复至约1,161.5亿澳门元,按年增长25.7%,澳门经济比2020年有所复苏,全年GDP有望实现双位数增长。

近日,海关总署印发《国家“十四五”口岸发展规划》,前海客运口岸纳入了“十四五”新开口岸范畴。根据规划,前海将在前海湾内湾(妈湾片区)设置前海客运码头和跨境直升机航点,并配套设置客运口岸。

Chinese gaming firm NetEase's Hong Kong-listed shares plummeted 3.6 percent today despite a better-than-expected third quarter profit yesterday. NetEase posted a 6.12 percent rise in net profit to 3.2 billion yuan for the third quarter from a year ago. Net revenues for the period increased 19 percent to 22 billion yuan over last year. Among them, revenues from online game services rose 15 percent to 16 billion yuan, while that from Youdao soared 55 percent to 1.4 billion yuan.

网易三季度营收超预期 :11月16日盘后,网易公布2021年第三季度业绩,网易净收入为222亿元人民币,同比增加19%,净利润为31.818亿元人民币;其中,在线游戏服务净收入达159亿元,同比增加15%,网易有道净收入达14亿元,同比增加55%。但周三网易-S绩后跌3.6%,收报176.5港元。


On another note, NetEase's music arm Cloud Village refiled a preliminary prospectus to the Hong Kong Stock Exchange on Tuesday. Cloud Village decided to put its scheduled $1 billion IPO on hold in August after it got the listing approval amid China's technology sector overhaul.

网易云音乐上市重启:16日港交所官网显示,网易云音乐已上载全新的聆讯后资料集,上市联席保荐人为美银证券、中金及瑞信。这意味着网易云音乐重启香港上市进程。8月,基于对市场整体环境等综合因素的考量,网易云音乐决定暂缓IPO。

Chinese stocks closed higher on Wednesday as more than 10 stocks related to lithium battery hit limit-up. The Shanghai Composite went up 0.44 percent, and the Shenzhen Component closed 0.67 percent higher. The Hang Seng Index lost 0.25 percent as tech stocks tumbled, while education sector rebounded.
