After month-long lockdown due to a COVID-19 outbreak, all high and medium-risk areas in the northwestern Chinese city of Xi'an had been cleared as of Monday.
The city of 13 million residents reported its first confirmed case on December 9, 2021 and so far, a total of 2,053 local cases have been reported.
As the recent resurgence has been under control, enterprises in the city have started to resume operations. Meanwhile, scenic spots will be open to public but should cap the number of visitors to 75 percent of capacity. The government issued 10 measures to support local economic growth and secure development in the first quarter, such as enhancing livelihood supplies, increasing actual financial investment, and stimulating public consumption.
A total of 779 enterprises in Xi'an and Xianyang, two major industrial cities in Shaanxi, have resumed operations, accounting for 47.1 percent of total enterprises, authorities said at a press briefing. Of those companies, 439 are above designated size, accounting for 60.3 percent of the total. The recovery rate of multiple large enterprises in the province had surpassed 50 percent.
Despite still lagging behind the national GDP rate of 8.1 percent, Shaanxi province recorded a 6.5 percent GDP growth in 2021, according to the provincial government work report released last week, adding that Shaanxi has withstood the economic impact from Xi’an city’s major outbreak. The province sets next year’s target at 6 percent.

陕西省西安市疫情防控指挥部办公室发布消息，截至2022年1月24日，西安市高新区丈八街道、西咸新区沣东新城斗门街道近14天内无新增本地病例和聚集性疫情，自2022年1月24日起，上述两个地区由中风险地区调整为低风险地区。目前，全市降为低风险地区，实现中高风险地区清零。
据悉，截至24日，本轮疫情累计报告本土确诊病例2053例，累计已有1667例出院转为康复监测，目前在院治疗386例，均为轻型或普通型，病情平稳。
西安市从24日起恢复正常出行，有序复工复产。离市人员凭西安一码通“绿码”出行，不需开具离市证明；出入小区、村落实“扫码、测温、戴口罩”防控措施；公交车、出租车、网约车、地铁、班线客车等交通工具全面恢复运营；在落实好各项疫情防控政策的基础上，各商场、超市、沿街门店恢复营业，餐饮业控制就餐人数和餐位距离；旅游景区、剧院等公共场馆按规定落实限量、预约、错峰等要求。
1月23日，陕西省举行第45场疫情防控工作发布会，发布会上陕西省工信部门相关负责人通报，截至1月22日，西安市复工复产的规模以上工业企业达779户，占规模以上工业企业总户数47.1%；咸阳市复工复产达439户，占总户数60.3%。
从去年12月的工业经济运行情况看，西安、咸阳两市虽受封控措施影响，但总体运行平稳。由于提前采取了一系列支持企业复工复产的有效措施，及时解决企业用工、原材料和产品运输等方面问题，使疫情对工业经济的影响降到最低，为全年工业稳增长提供了重要支撑，2021年全省工业增加值增速达到7.6%，高于前三季度0.4个百分点。
1月19日，陕西省公布2021年政府工作报告称，2021年陕西省实现GDP约2.98万亿元，同比增长6.5%，增速较全国平均水平（8.1%）低1.6个百分点。报告指在西安遭遇了严峻复杂的重大疫情的情况下，全省最终还是经受了惊心动魄的防控考验，因此GDP增长6.5%实属较为不错的“成绩”。
Chinese regulators made another effort to press the country’s biggest internet platform operators to better protect labor rights, the latest move in a wide-ranging campaign to regulate the tech sector. Four central government ministries issued a joint guidance order Friday to 11 internet giants including Alibaba Group, Tencent, Meituan and Didi, asking them to step up efforts to safeguard workers’ rights and interests.
人社部再出手保障平台劳动者：日前，人社部等四部门再次就维护新就业形态劳动者劳动保障权益对美团、饿了么、滴滴、曹操、达达、闪送、货拉拉、满帮、到家集团、阿里巴巴、腾讯等11家头部平台企业联合开展行政指导。强调平台企业要全面准确理解政策要求，加大对用工合作企业保障劳动者权益的监督力度，健全企业保障新就业形态劳动者权益的制度机制。
The Ministry of Transport in China summoned four online freight platform companies, including on-demand delivery service provider Huolala and Didi Freight, and required them to safeguard the legitimate rights and interests of drivers, who complained that the platforms have induced vicious low-price competition.
货拉拉、滴滴货运被约谈：1月20日，交通运输新业态协同监管部际联席会议办公室对满帮、货拉拉、滴滴货运、快狗打车等4家互联网道路货运平台公司进行约谈。约谈提醒指出，近期货车司机集中反映互联网道路货运平台诱导恶性低价竞争，要求各平台公司要正视自身存在的问题，切实维护司机群体合法权益。

Mainland China on Sunday reported the lowest number of confirmed local cases for almost two months, with a total of 18 infections including 6 in Beijing.

Hong Kong-listed property firm Agile Group has agreed to sell its 26.7 percent stake in a Guangzhou property joint venture for 1.84 billion yuan ($291 million), the latest sign that asset sales to state-owned firms may help ease the industry’s liquidity crisis.
雅居乐出售广州亚运城股权：1月24日，雅居乐集团公告称，拟以18.43亿元人民币出售广州利合集团26.66%的股权，已于2022年1月21日与买方中海签订协议，代价包括13.8亿元现金及买方应付给广州利合集团的贷款金额约4.63亿元。
China Mobile’s parent company, China Mobile Communications Group, intends to buy 3 billion yuan to 5 billion yuan of the listed firm’s A-shares by the end of this year, according to a filing with the Shanghai stock exchange Sunday. The company didn’t specify a purchase price for the shares.
中移动最高50亿护盘：1月23日晚，中国移动实控人中国移动集团抛出30亿元至50亿元的A股增持计划：该计划实施期限为2022年1月21日至12月31日；股份购买价格区间暂未设置，将根据公司股票价格波动情况及资本市场整体趋势“适时行动”。
Chinese agri-giant Wens issued a performance forecast last Friday, saying that it expected a net loss of 13 billion to 13.8 billion yuan in 2021, a sharp contrast to 2020's profit of 7.4 billion yuan. The company attributed the loss to a sharp drop in price of live pigs and the continued increase in raw material costs.
“养猪大户”亏损超130亿：1月21日晚间，温氏股份发布了2021年业绩预告。公告内容显示，公司2021年预计亏损130亿-138亿元，上年同期盈利74.3亿元。温氏股份表示，期内生猪价格大幅下跌，同时因饲料原料价格连续上涨、公司外购部分猪苗育肥、持续推进种猪优化等因素推高养猪成本，公司肉猪养殖业务利润同比大幅下降，出现深度亏损。

China will offer priority and special policies to emergency and special foreign exchange business during the Winter Olympics, including simplifying the foreign exchange process and material review, providing foreign currency exchange and automatic machine services, State Administration of Foreign Exchange (SAFE) spokesperson said on Friday.

China saw more than 19.63 million new investors in its stock market in 2021, bringing the total number to 197 million, according to the China Securities Depository and Clearing Corporation Limited (CSDC) on Friday.

Chinese stocks slightly inched up on Monday, with stocks of solar energy and lithium battery leading the gains. China’s benchmark Shanghai Composite closed nearly flat, while the Shenzhen Component rose 0.37 percent. However, the Hang Seng Index finished 1.24 percent lower as the TECH Index tumbled.
